Yes, Islamic ruqyah has a religious basis, and the evidence for this is found in the Quran and Sunnah. In the Quran, we find the words of Allah.
﴿ And We send down from the Qur’an that which is a healing and a mercy to those who believe; but it increases the wrongdoers in nothing but loss ﴾ [Surah Al-Isra’: 82]

And from the Sunnah: (That some of the Companions of the Messenger of Allah, may Allah’s peace and blessings be upon him, were on a journey. They passed through a neighborhood of the Arabs, and the people there invited them to stay, but they did not accept their hospitality. So they said to them: “Is there a healer among you? For the chief of this neighborhood has been bitten by a snake or is afflicted.” A man among them said, “Yes.” He came to him and treated him with the opening chapter of the Book, and the man was cured. He was then given a flock of sheep, but he refused to accept it, saying: “Until I mention this to the Prophet, peace be upon him.” So he went to the Prophet, peace be upon him, and mentioned it to him. The Prophet said: “O Messenger of Allah, by Allah, I did not recite anything but the opening chapter of the Book.” The Prophet smiled and said, “How did you know that it was a healing recitation?” Then he said: “Take some from them, and give me a share of it.” In another narration: “With this chain of transmission.” And he said in the hadith: “So he began to recite the Mother of the Qur’an, gathering his saliva and spitting it out, and the man was cured.” Narrated by Muslim in his Sahih.
